Legal Question in Employment Law in California

Employment Discrimination; reaching Administrative Law Judge in VA.

Hi, I need immediate assistance for a procedure that started with DFEH of CA and was referred to DOJ in Washington DC due to Employer being a federal contractor. Now it has been forwarded to an Administrative law judge in VA. and I have 30 days to seek discovery and need assistance with this. I have on numerous occasions sought employment at this facility only to be rejected from the easiest of positions, of which I was qualified for. Their latest excuse is that I needed to be a citizen, although the company was using a double standard of keeping green card holders, like myself, employed. This fact was admitted to my wife during a phone conversation with the head of HR. If someone can assist, would be appreciated.
