My brother was offended by some pro-gay political stuff at his workplace. He asked a co-worker to take it down, saying it was inappropriate. The co-worker, and co-worker's supervisor both refused. When my brother started to take it down himself, the co-worker went to HR to say that he was intimidated by my brother. HR suspended brother for 6 days without pay. Shouldn't they have supported my brother, as this offensive information created a hostile work environment for him? Can they do this is the State of California?

"Can they?" Well, they did, didn't they?

Your brother's problem is that he exercised 'self help' instead of following procedures. You say that the co-worker complained of 'intimidation'. The company now has to remedy that, which they did. He had a right to complain and request remedy, but not to start an 'incident'.
