Is this true, that without notice that you can be let go if your boss deems that you are not needed in the department?

Of course. You are 'at will' unless in a union or have a written contact specifying a term for employment.

Most employees in California are "at will" employees. Unless you are in a union, have a written contract or otherwise in a protected job (i.e. civil service), you employer can terminate you at any time for almost any reason or no reason at all. They are legally required to give you your final paycheck rather than making you wait until the end of the pay period.
