Can exempt employee(no overtime) be required to work a holiday/company mandated day off without being allowed alternative pto/holiday when company policy defines number of holidays included/yr in salary.

Yes. The law does not require holidays or comp time be provided by employers. If your company policy requires working holidays as a 'regular' day, so be it.
