Legal Question in Employment Law in California
I am a federal employee of USDA. My supervisor told me I could not work at home without authorization while on sick or annual leave. Is this correct?

Of course. The employer is entitled to set and change hours, duties, titles, compensation, benefits, leaves, vacations, holidays, etc. just not retroactively.
