I am a full time employee at a retail store. Can my employer legally cut my hours to only 25 per week due to slow business?

Yes. The employer is entitled to set and change hours, duties, titles, compensation, benefits, leaves, vacations, holidays, policies, rules, etc. just not retroactively.
