is it legal for my boss to tell me to color my hair because it is grey

Probably. However, it is illegal if he fires you because your hair is gray; more specifically because of your age. Even if there is a case, unless and until you are terminated, your damages would be so small that the economics of it would probably not be worth pursuing.

Legal? Sure; it is not a crime.

Whether is gives grounds for an age discrimination claim is a different issue. Technically, it might be a violation, but you haven't been damaged or harmed, other than your feelings; you haven't been fired or demoted, made fun of, criticized, etc. If you are, then feel free to contact me to discuss your reasonable remedies.
