how long must we keep an old employees personal belongings before we can get rid of them?

no fixed rule or law. Safety dictates you send a letter to them advising they have some reasonable time [30-90 days maybe] to retrieve before disposal. I'd recommend storing much longer than that though if they don't respond. A year maybe.
