Legal Question in Employment Law in California

I have been on medical leave from my employer for 6 months due to extreme depression and stress. Not worker's comp. My employer now says they are going to fill my position, and I may not have a position to come back to, but they will leave me on leave until next April. I don't want to go back, but do want them to lay me off with a severance package. I am a salaried individual in mid level management.

Whether they can be persuaded to give it to you is up to them. You have no entitlement to severance or a lay off status if you quit. If they sympathize with you enough, you may get it with proper negotiations.
