overtime rates

would it be legal if you worked 15 hours overtime then got paid flat time for 4 hours over that?

Most likely no. There could be a situation where different work rates were implemented -- for different types of work. But overtime, and double time have to be paid at all times.

NO. You need to get paid for the over time and the double over time based on the actual hours worked.
