Legal Question in Employment Law in California
I am now owed over $390,000. in past due salary. I have a two year contract that began on July 1, 2010. I need to collect so I can pay MY bills.

That's a pretty substantial amount to let accrue without any attempt to collect it. If you have a written contract that is clear, which shows you are 'owed' the amount, and if it has not been paid, then you can file suit for breach of contract. If the company is solvent, meaning they have the assets and funds from which to pay you and not go bankrupt, it should be straight forward to sue and collect.
