can a past employer provide negitive information, true or not, that would prevent future employment?

A past employer may provide truthful information about a former employee, even if the information is negative.

"Free speech". IF someone makes provably false statements about you regarding a substantial issue that damages you financially, then you can consider suing. Statements of opinion such as 'we thought he was a terrible employee' are not FALSE facts.
