Can a person that is full time for over a year, can they become part time again?

You can do anything you want, with agreement of the employer. The employer can unilaterally order and make changes to hours, shifts, duties, compensation, benefits, etc.; just not retroactively. If you don't like it, you are free to try to negotiate settlement or you can quit. You are an 'at will' employee that can be fired any time for any reason. Keep the employer happy with you.
