pervasive hostile environment

In California, is there any civil process available to people who work is a documented pervasive hostile environment ( been in the headlines....twice...) that is permitted to persist? I work for a state agency that has been characterized as a war zone and is rife with illegal hires, illegal reasonable accommodations, and a pervasive hostile work environment that has been permitted to flourish for years- despite newspaper coverage, pickets etc. An outside consultant was invited in to refereee but her recommendations were NEVER published nor were they ever acted upon. The DOJ has investigated the financial dealings of the agency and the band plays on. Staff members are dropping like flies .

Just because it is 'hostile' doesn't make it illegal. Many jobsites are hostile because of unpleasant people. However, IF there is illegal discrimination and favoritism based on the civil rights categories of sex, race, ethnic background, etc., then you might have a claim. The facts determine it.
