Legal Question in Employment Law in California

If I am given a pre-employment drug test and sent for a pre-employment physical examination, am I legally able to conclude that I will receive an offer of employment so long as I pass both the drug test and the physical examination? Is there case law relative to my issue?

Unless you have an employment contract, no. Since without an employment contract, if they hire you, then you are an at-will employee, meaning you can be fired at any time without cause, there would be no point in a legal requirement that they hire you at any stage of the hiring process. Such a requirement would be silly, since they could just fire you the next day.
