Racial Discrimination by Contractors

I am employed with a federal agency and different rules apply when filing discrimination complaints. We must go through the internal process where they try to resolve the issue. The problem is that I don't trust our process because it has failed me and others before. Unfortunately, we are stuck, or are we? In my case, outside contractors are the culprits that lead to my release. The contractors think that they are untouctable and I would like to provehem them wrong. I want to file a lawsuit against the contractor's firm. If this is not possible, can I file a civil suit?
