I received a demotion for poor performance - do I have to accept it

You basically give us no information to form any opinion, except to point out that California is an "at will" state as to employment, so you can be fired without any reason being given. If your company has any rules as to demotions, they must follow those rules, including any rights of appeal.

No, you could quit, but risk disqualification from EDD benefits.
