It may be depending the the facts or circumstances. If you can prove that the employer knowingly or negligently made a false statement which induced you to relocate upon reliance of the misrepresentation this is a violation of California law.

In principle, the new company could be liable for 'breach of agreement' and damages, IF you actually had an enforceable employment agreement, and IF you substantially relocated in reliance upon that job contract, and IF you quit your prior job to take this one, and IF they breached by not letting you start when you arrived on time, or laid you off shortly after your start date. An enforceable agreement would contain all the terms such as, start date, salary and compensation details, position and title, length of employment promised, etc. That does NOT mean that they said 'yeah show up and maybe we'll have a job for you' or even 'come and talk to us'.
