Reducing employee hours

I have a full time employee I'd like to cut back to part time to save money. Do I open myself up to any liability if I do this? Can I cut her health insurance benefits? Or can I lay her off and hire a new part time employee with no health insurance benefits?

As long as there is legitimate business reason, and it is not a pretext for some kind of discrimination or retaliation, an employer is free to fire and hire 'at will', and to change benefits. That does not guarantee the employee won't make claims or sue.
