Relocation or be Laid Off

My company brought me and two other employees into a meeting and said that due to the economy, one of us would have to volunteer to relocate from Northern California to Southern California, else, the boss would have to fire one of the three. I feel that this is unfair and stressful since they have put the pressure on us. They have asked us to relocate in the past, each person has declined due to various reasons. The boss says there is enough work but the goal of the company is to remail profitable thus, paying for travel will no longer be an option. They promised that there is work/contracts in Southern California and that it is best to move. Is this something that the company can do or is there legal action any one of us can take to protect ourselves?

NO, you don't have any grounds for 'legal action'. You've been offered a way of keeping your jobs. Take it or leave it or negotiate something if you can. You're an 'at will' employee that can be fired any time for any reason, certainly including economic problems of the company.
