Legal Question in Employment Law in California

we require our employees to take 1 hour lunch when they work 8 hours or more. one of my employees are stating that they only want to take 1/2 hour lunch and get paid for overtime for the other 1/2 hour or leave early. can we enforce that 1 hour lunch policy
