I am searching for a Labor Lawyer I am entitle to at least 3 years plus back pay? I currently
work for the State Of California. I am looking for someone familiar with appeals known as
"Constructive Medical Suspension/Termination"

A claim for unpaid wages can look back three years. If you worked for the state, it seems unlikely you worked without getting paid. If you are actually claiming some kind of constructive termination, meaning you were improperly forced to quit, you would be claiming 'damages', not 'unpaid wages'.
Working for the state, you were likely in a union, and a grievance would have been your exclusive remedy and recourse in this matter. If not covered by a CBA, then you may have recourse to legal action if you could prove 'illegal' termination, or violation of civil service rules, if you are still timely in bring any action.
