Does it fall in the catagory of harrassment when a person is wearing a suit. underclothing slighly shows through the white in the tip of the crouch area. Its brought to your attention that you're not to wear lace thongs now bras that can be briefly seen through the cotton shirt. My thing is why is that person looking at my crouch or to see what kinda bra I'm wearing through my suit jacket.

If you are saying that HR or management is telling you to dress modestly and differently, that is within their power, if handled correctly. If you are saying that someone is leering at you and creating a hostile environment, you may have a claim of harassment.
