what could you do if somkeone from the dmv offers themself to pass you the driving test if you give the money and you gave them the money and now they dont wanna give you the driving license or the the money

IF you have any evidence or proof this happened, you should report it to DMV, as long as you get assurance you won't be prosecuted for the crime you committed.

Seeing as you committed a crime, it all depends on whether you want to turn yourself in, in order to get the employee prosecuted.
