taking money from the tip jar

Is a manager or employer allowed to take money from the tip jar to make up for lost change in the cash register? Does the amount taken matter? Does the fact that tips are a perk and not required of the employer make any difference?

Does the term 'stealing' from employees ring a bell? Tips are their money, not the store's.
