Upon termination of employment, could the employer keep the the employee's email active to monitor the emails?

Sure. And also your former voice mail box. What if some customer or supplier wants to communicate with the business and they sent it to your mailbox?

Of course. That system is company property, not yours, and is not to be used for anything other than company business. You have no expectation or right of privacy on company email and phones.
