Time on clock before break?

If an employee will be working an 8 hour shift, how long must they be working before the break(30 min)is offered?

The law's goal is to have two hours of work between breaks.

The law requires a ten minute break for every four hours worked, preferably somewhere in the middle, and a half hour break for every five hours worked.
