Unpaid Commissions

Is it legal in CA to pay only half of a commission at termination if the client has not paid yet, even though the work has been performed and the company has a signed agreement for these services?

Legal???? All commission payments and entitlements are determined by company policies. Look them up in the handbooks. Only if the policy provides differently do you have the basis for a complaint.
