Legal Question in Employment Law in California

My wife's employer, the VA, refuses to allow me to speak with her HR or payroll departments about our health insurance plan which they have deducted money from her paycheck before the plan was effective. Although, I am covered by this plan they claim that to discuss it is a hipaa violation. Is it really a hipaa violation? If so how can I discuss the paycheck issue and health insurance that I am covered by with her employer?

You are not the employee. They are forbidden by law to discuss or disclose anything to you. Have her do so.
