I work for a company that provides contracted liscensed professional services to other companies. Is it legal for the company that is using the contracted workers to reduce the hours of the said contractors to increase/supplement hours for company internal employees when they want to take time off work without using their vacation time?

Any requirement of how many hours the client company must use of the service company's employee's is entirely a matter of the contract between the client company and the service company. If the arrangement is structured properly and in the usual way, the client company has no legal connection or obligation to the employee's of the service company.

Of course.
Unless you have a written contract with specific guaranteed hour definitions, the company is entitled to set and change hours, duties, titles, compensation, benefits, leaves, vacations, holidays, policies, rules, etc. just not retroactively.
