Legal Question in Employment Law in California

I am currently work a graveyard shift and my new gm is saying by law i have to sign a paper that gives up my right to have a 1/2hr lunch but they arent going to pay me for that 1/2hr either; Is this right?

No that is not right. Ask your GM to specify exactly what law he is referring to.

NO. A company may not deny a lunch break, and can not allow an employee to skip it, or waive it even with a signed 'agreement'. Take your break, properly document it on time records, and if they retaliate in any way, contact me to discuss your rights and remedies.
