Legal Question in Employment Law in California

I work for my local school district and I am an " hourly " paid employee. Our pay periods are from the 12th. To the 12th. of each month, recieving paychecks on last day of every month. My timecard was recieved six days late and because of that, my check in wich I should of got on the 30th. Will not be recieved until Decembers payday. Can they legaly do that?
