I work for a small dental practice. Is it legal for the owner to ask an employee not to come in on her scheduled workday, because it is slow?

Yes. The employer is entitled to set and change hours, duties, titles, compensation, benefits, leaves, vacations, holidays, policies, rules, etc. just not retroactively.
