Legal Question in Employment Law in California

No Workers Comp. insurance

My employer is not carrying WorkersComp insurance (a security company, supplying guards to many places)--I know this can't be legal, but who do I contact about this? what are the repercussions if an employer fails to carry workers comp? Also, I thought that an employer has to at least offer some sort of medical insurance for its employees if the amount of employees is more than 25 people. We have 400 employees. we've never been offered insurance benefits of any kind. is that legal? Thankyou for your answers!

Worker's Comp required? Yes, probably. Medical benefits required? No. File a complain about WCAB with the Labor Commissioner or other agency as they direct.
