Working in a hostile enviroment

I work, scary enough for the Superior Court of CA. We are a small branch and the judges and CEO have little or no mind or care what goes on in our offices behind the scences. I have been working with this department for 4 years and the situation has gotten progressivly worse. I have a department head who wont deal with anything and two very hostile supervisors who do everything in their power to make mine and my co worker's life hell (myself and one other person)They have even told me I need to plan all time off around them, including Dr. visits. They treat us both like dirt and continually add on job duties but then say we aren't doing enough, there is so many things I could type but I don't have the time nor the room. I have tired to talk to our very small HR Dept which shares our office BUT the HR director is best buddies with my Dept head and shares anything I tell her. I have even heard them laughing about it because our office is so small and I have great hearing. And then it makes the situation worse. I attempted to go to the union but when I did an informal complaint about them denying my dr. appts but then things got even worse. I just don't know what to do, I'm trying to find another job but the economy is bad. Help!

Your union is your only recourse. You gave up your right to civil action when you joined the union. File a formal union grievance with clear facts and details, with copies to the county's Presiding Judge.
