Legal Question in Landlord & Tenant Law in California
Since 2009 to present, I have been constantly subjected to my landlord making repairs because Code Enforcement wants him to make the repairs. He has gone to court a lot on it and each time kept asking for extensions. Los Angeles Housing keeps asking him why he is taking so long. In the meantime, he keeps making repairs here and there for over two years. The repairs have taken all day and part of the night. I've also been without water many times because of his repairs. I even had repairmen in my apartment every weekend for a while and also during the week most of the day at both times and even runs into the night. I've had repairmen in my apartment until late, late at night. This is just absurd. The Housing Inpectors have come out many times to inspect our apartments. It is very, very upseting. Today, I refused, because I have had enough. I told him if I have to move because of it, I will. He told me to move because he is going to have to make a lot more extensive repairs and the housing people come out numerous more times. This is his fault, because he keeps stalling. He claims he does not have money to do the all the repairs at once, but bit by bit. It has been a strain on me. I have high blood pressure and it is justing upsetting me. I feel that I am renting for him to make repairs and bring people into my apartment. It is just awful. What can I do?

Point out to him that the law allows for reasonable repairs only and that what he does is not reasonable and the rent should be reduced by at least the amount of time he has others there as it decreases the amount of your reasonable enjoyment of the premises.
