Changing carpet
After how many years is the landlord required to change the carpet of the apartment?

It would be contained in the lease or your city/county's municipal code, if at all. If the carpet is dangerous (i.e. tears in places where you walk), then it should be changed. Otherwise, it's at the landlord's discretion. Make sure to take photos and date stamp them, though, so that when you move, you won't be charged for its replacement.
