How do you determine if a person is an unlicensed property manager?

First, check the California Department of Real Estate's website to see if they have a real estate license. Then, you need to determine if they fit within the exemptions for managing property without a real estate license. Finally, you have to determine if the activity they engage in reaches the legal threshold for "property management." Most of this information can be obtained from the DRE's website at www.dre.ca.gov.
