my daughter is renting a apartment and has a cat there she has been there for 1 mo now and the landlady told her she has to pay $25 a month for the cat not on contract is that a law ? she will pay the deposit of 125 she has no proble, with that. Help

It is not the law that a landlady told your daughter that she has to pay $25 per month for a cat not on contract.
