I rented a home from a property manager. There was no time inbetween us and the previous tenants. We did not have to pay a security deposit because we are taking care of the previous tenants damages.....paint, carpet cleaning, trash removal..etc. There were some big problems that the property manager was going to take care of. One big one in particular. There is a leak in the upstairs from the washing machine. It is leaking very badly. I will not go into detail other than to say this can become a major problem for the owners. We found out our owner fired the property management company and did not replace them. He is in Japan stationed in the army and I have no contact numbers. I do not know what to do.

If the water leak could become major, you might be correct in having it fixed and deducting from your rent.
If you have a mailing address for the landlord, you could probably send him notice. Or, you might contact the Army and ask them how to send him mail to wherever he might be.
How can you pay your rent if the management company isn't involved, anymore? Send a letter with your next rent check, outlining the problems.
