Legal Question in Landlord & Tenant Law in California

My landlord has been keeping us security deposit >2000 for a month. After consulting a local housing assistance representative, we sent her a legal document to request a refund of full security deposit. She replied by stating that we refused to speak with her daughter ( who claims to be the representative of the landlord) and an itemized list with inflated amounts and irrelevant items. The house is now open for sale. How can we get our security deposit back?
