Legal Question in Landlord & Tenant Law in California
I live in an apartment in Los Angles, CA. My roommate and I signed the notice of intent to vacate at the end of our lease. My roommate has some mental heath issues, and is now saying he doesn't want to vacate the apartment. Will I be liable if he doesn't vacate on the lease expiration date? I have already moved out and provided my key to the leasing office.

Yes, unfortunately, if you both signed the lease you ae both liable for either one of you breaching the lease. You would be entitled to reimbursement from the breaching roommate, if they're good for it, but you are jointly liable to the landlord.
