Legal Question in Landlord & Tenant Law in California

Help!!
We live in a house which is attached to another, we have been paying all the utilities for 9 months while fighting with the landlord over it with them denial. FInally gas came put another meter, we also share a common laundry room which there is no meter I pay for, along with the fact that I have to pay 2.00 a load to use. My wlectric bill this onth is 744.00 unit is aprz 1100sq feet. How is this possible. I went to the city got copies of all permits for property which once was a school, I do not see any thing where they have ever gotten a permit to seperate these house or any other kind of work, Please what do I do, they will not help me, Thanks Oh my electricity is off now due to I cant pay the bills but yet half of my house still has electricity!!

Look up the Public Utilities Commission in Sacramento, and file your complaint.
