Legal Question in Landlord & Tenant Law in California

The management company where I rent a house will do inspections of the property. Notices are sent out that claim the visit is to view the plumbing however the person who does the inspections is no expert in plumbing or a license realtor. Notes are taken about the property and nothing is done about things that need to be fixed. I read in newspaper column that to inspect a property in California is not legal due to the security deposit.

Question: Are inspections of rental properties legal?
