renters rights

we just moved in 6 months ago and the carpet is 6 years old and has a strong smell of pet urine from the previous tenets the owner cleaned the carpets but the smell is still strong what is our rights on asking him to replace the carpet. Also when we moved in there was not any grass he just planted grass and now expects us to pay for the extra cost of the water is this legal.

Quickie advice: next time you rent, do a "walk-through" with landlord ("LL"), and discuss all problems...and get any promises in writing. There is not an easy answer here. I need more information, and request that you e-mail me, or call me. Do you have a written lease? How long a period is covered? Have you discussed the pet odor with LL? If so, what did he or she say? If you end up in court, do you have any friends who will testify to the smell in the carpet? Was the watering discussed before he planted grass? What is in your lease concerning utilities, and payment of the water bill? Is it an apartment complex or home? How many other tenants (if an apartment) are involved regarding the grass? My answers to your questions, depend on your answers to my questions. Glad to help, with additional facts.
