repairs

their is a clog in my drain line for my washer in an apt I'm renting. The The prop. mngmnt co sent some one twice in 1 year after several written request. This was a previous problem because the wall was falling apart I used it 3 times. They said the drain was fine, my washer was outdated. I purchased a new set had it professionally installed and right away before the water came up he said there sounds like a problem with the line. Water overflowed and it was a mess. My neighbors wall in the bathroom has 3-5 layers of peeling. Every time either of us has a complaint they blow us off and threaten we may be charged. I had old carpet when I moved in and was told a request for new carpet would be made that was over a year ago, they increase our rent annually and never make any repairs. The only reason I can see for that is there are 3 units, the front tenant been there 5yrs pays $885, the middle tenant under 6mos. $1000 (previously occupied for 11yrs by 1 prsn), and myslef 3 yrs $820. The only apt getting fixed is the new tenants. What repairs are required by the prop. mngmnt co? Do I have a right to call a plumber and take the cost off my rent? Are they supposed to give us new carpet & paint after so many years?

Yes, the management company should fix the waterline problem. Yes, you can call a plumber and deduct the repairs, but notify landlord first, and you cannot deduct more than $820, and can do this only twice a year.
