i am unsure of where to direct my
questions, but i have lived in my
apartment in north park of san diego
for over 6 months, there are several
issues with our place we have tried to
resolve, one major is the backing of
our oven missing, i can see the
flames shadow on the wall the oven
is up against, we have reported to
not only property management but
the owner and nothing has been
done, what are my rights?

You should document your requests to the landlord to fix the problem and check your lease in regards to repairs of the apartment. If necessary you shoudl consult with an attorney to know your legal rights in regards to a lawsuit.

Call the housing and building inspectors. They will issue a citation, assuming your facts are correct.
You are also a candidate for rent abatement, which is a refund of some of your past rent.
