Aside from numerous health and safety requirements, all other conditions existing before the rental agreement is signed are subjcet to the landlord and tenant agreement. If you feel the unit needs to be repainted and the landlord says no, then you have to go elsewhere. The landlord does not have to replace carpets unless they are dangerous. But if they will not do what you want, then you can say no to them.
