Legal Question in Personal Injury in California

i was in accident a few months ago and there was another party involved as well.i didnt have any car insurance and chp was called. i didnt report the accident to the dmv because there was no injury. I was neve contacted by an insuarnce agency nor the other party involved. and a few weeks ago i get a letter in the mail from an attorneys office demanding 9,000$. what should i do?
