Can a United States Citizen who broke her leg while on vacation in Monaco sue for personal injury due to slipping and falling down wet stairs while visiting the Palace of the Prince?

Perhaps in a different country if you try to sue you may find yourself in some sort of underground torture chamber somewhere. Okay, I do not think it is that dramatic in Monaco, but certainly you would want to check with a Monaco attorney since U.S. law does not apply.

Good luck.

I know a law firm in Italy that does personal injury work in Monaco. I currently have a catastrophic injury case against a cruise ship which must be filed in Monaco. Please feel free to contact me for additional information re hiring local counsel.

Such a suit would have to be filed in Monaco and would be governed by the laws of that principality. American laws do not apply in Monaco, and American courts would have no jurisdiction over either the defendants or the claim.
